The Dutch Tax Administration must continue to innovate to keep its services effective, high-quality, and future-proof. Generative AI presents significant opportunities to simplify processes, improve the quality of public services, and better support both employees and citizens. At the same time, in an organisation such as the Dutch Tax Administration, security, reliability, legal compliance, and the protection of citizens and businesses are paramount. As a result, the adoption of emerging technologies such as AI can sometimes appear to be at odds with innovation.
In practice, however, innovation and governance do not have to be opposing forces. By identifying AI-related risks and defining appropriate controls, organisations can create the conditions to develop and deploy AI solutions in a safe and responsible way. To support this, the Dutch Tax Administration and Nemko Digital jointly developed a governance framework for Generative AI. The framework helps identify and assess risks while providing clear guidance on the controls required to implement AI applications responsibly.
In this presentation, we will share how this framework was developed, the key lessons learned along the way, and how it is being used today to enable the safe, controlled, and scalable deployment of AI across the Dutch Tax Administration.
